By definition TLD is not just .com, .net, .org, .biz, .info.
TLDs are also .name, .coop, .ws, .hr, .ee, .uk, .fr ...
There are about 200 TLDs in the world (gTLDs+ccTLDs+iTLD)...
*GENERIC TOP LEVEL DOMAINS -GTLDs (.com, .net, .org, .biz, .info, .name, .museum, .coop, .pro, .aero, .int, .mil, .gov, .edu)
*COUNTRY-CODE TOP LEVEL DOMAINS -CCTLDs (.ws, .hr, .ee, .uk, .fr, .it, .de ...)

- yes, they can be registered (like moreletters .com)
Assuming that you were thinking about 2letter .org / .biz / .info,
- no, they cannot be registered (prohibited by their registries)

www.dns.TLD or something like that, and check it yourself.
