Is this one worth hanging on to for 8 or so more years or would I just be losing money on renewals? 2008election.tv is on Sedo and isn't getting any action, so I'm wondering how non-.com election domains will fare in the future (if it's possible to call that shot at present).

Not worth it. Personally, I can't see any value in this name, even in the year 2016
