just another number name to me. You can find many 4 digit names that represent a year and something happens every year. The .info does not help at all. Reg fee with no content.

reg. fee wholesale -- It's a significant year, but someone searching for US Constitution info wouldn't remember to type the year in. They probably wouldn't even recall what year it was ratified in the first place...
