There's a PEAR class to do that: http://pear.php.net/package/Net_POP3

Docs (including a complete example) are here: http://pear.php.net/manual/en/package.networking.net-pop3.php

DWMail would.

SocketMail and Hivemail would too, however, HiveMail hasn't being updated in ages, and a version of SocketMail requires a Dedicated Server.
