Since I sold a similar name with a Z for my second biggest sale ever, I would say strictly go after end users on this one.

Risking the obvious flaming, it aint a .com, which is a shame.
If you have the .Com, I would put the value up in the 200+$ value to the end user.
If you were to develop the site, I would strongly suggest some decent financial expenditure. I can hook you up with content providors and wireless access servers for the content.
