If an EMD has loads of broad searches with high CPC as $3.6 and exact searches are zero but loads of ads on google, would it be a good domain?
I have never bothered looking at cpc, search volume etc. End-users dont care when buying a name. If you plan on developing it, then thats a different story.
Rather look at things like this.
Is it registered in many other extensions?
Are there many end-users for it?
Have similar names sold before?
Without exact searches you fail at targeting. Not to say cant experiment. With work any site can get traffic.The fact if there are ads already and nobody will see them and even if they did would have to scroll down to find your top listing. Exact searches matter if you want domains with traffic advantages.
Good EMD always have a exact searches. Probably is 2 or 3 word domain name with one word which do not suit to other words in domain name, as there is as you say loads of broad searches but zero exact searches.
The EMD is the thing and service those people does. There are loads of ads from the first page. There are 181 million search results and 68k search results in quotations.

No .org, .net., .com extension of the EMD has been registered yet.Yeah but have you got a bunch of potential buyers, have you checked Dotdb.com and seen how many other extensions are registered, remember you need to know who you will sell it to. I can find phrases that have over 200k ("the phrase") in Google, but that is not companies or people that want to buy or can use the name.
Forget about cpc and search results for now, focus on seeing if you have buyers, that is here you will make your money.

So there aren't exact searches but the term is mentioned on thousands of pages and people have paid for advertising likely for a shorter keyword version with the advertising still comes up with more keywords. do the words in the domain make sense?
if no exact match volume, then most likely, no traffic
but as always, one has to know the actual domain name in question.
