I guess, you mean the methods like hand registering, drop catching , auction buying etc right? If you do so, then you can buy anyhow, doesn't matter .

Depends on your requirements: Facebook uses a lot of php. You can notice it on the url while checking your profile. It also uses Python and Perl for other back end developments. PHP would be better if you are intending to develop full fledged web app

You might be right if you are talking only about UK. But a smart person who feels protecting his brand value online would never give up .com . And yeah! It is not domain investors like me saying this, but biggies like INTEL, Microsoft, Google etc who have spent millions of dollars in domain...
