Problem is that it has a negative feeling to it. Most companies wouldn't want to own a site about disruptions in their own service.

It could be developed into a forum for review or discussion of service disruptions of cable, satellite, telephone, or other communications services. On that basis, I think the name alone could be worth high $xx or low $XXX. You may need to develop this one at least partially to make it sellable. It would be nicer to have the singular version or even better, both versions. It would work well with the .info TLD.
