Any idea how to value this? Have other .fm's been sold in recent memory that anyone can recall? Trying to figure out wether to develop or market it, feedback appreciated

I would develop it if I were you. Otherwise, I think you will have a hard time even recouping your regfee costs.

My 2 cents-
Develop a Site where people can here songs, radio shows etc.
You can create a free Winamp radio station and put it to your site.
