But as far as widespread internet use, future growth and developed countries in any order you like.

As far as cctlds, IMO there is no best cctld, only what's best for you.

cctlds are really awesome for targeting the local market. I own advertising.ph, and since I am in .ph (Philippines), then developing this into a winner should be several times easier for me than trying to develop than, say, advertising.in.
