Red Cross opens new 60-bed field hospital in Gaza [EN/AR]​

Geneva (ICRC) – The International Committee of the Red Cross (ICRC) and 11 Red Cross National Societies are combining efforts to open a field hospital in Rafah, Gaza, to help address the overwhelming medical needs emanating from the ongoing conflict.

These efforts aim to complement and support the essential work performed by the Palestine Red Crescent Society (PRCS) in providing urgent care. Since the beginning of hostilities, PRCS staff and volunteers have continued to courageously provide emergency medical services to communities in Gaza, amidst unacceptably high levels of loss. Seventeen PRCS colleagues have been killed while on duty, and crucial facilities have been damaged. This includes Al-Amal and Al Quds hospitals and several Emergency Medical Service (EMS) centers, as well as emergency vehicles, with 25 ambulances knocked out of service. PRCS colleagues have been detained, with concerning reports emerging of their treatment, and the whereabouts of many still unknown.

Despite these challenges, PRCS continues to do vital work to respond to the medical needs of communities in Gaza, including by running three advanced medical posts, six medical points, and three clinics, in addition to its emergency response. The PRCS are a valued partner in the Red Cross Red Crescent Movement, and the ICRC and participating National Societies welcome the opportunity to support their essential work as they recover from the terrible losses in this conflict.

The 60-bed field hospital is meant to complement and support PRCS work as the medical and humanitarian community attempts to meet vast health needs in Gaza. The field hospital will provide, emergency surgical care; obstetric/gynecological, maternal, and newborn care; pediatric care; and outpatient department. Mass casualty management and triage capacities are included.

The ICRC field hospital, implemented in coordination with the PRCS and supported by Red Cross Societies of Australia, Austria, Canada, Denmark, Finland, Germany, Hong Kong, Iceland, Japan, Norway, and Switzerland, will be able to provide medical care for roughly 200 people a day.

People in Gaza are struggling to access the medical care they urgently need due, in part to the overwhelming demands for health services and the reduced number of functioning health facilities. Doctors and nurses have been working around the clock, but their capacity has been stretched beyond its limit.

Attacks on medical facilities and personnel have inflicted a devastating blow on the healthcare system. According to the World Health Organization, only 33% of Gaza's 36 hospitals and 30% of primary health care centers are functional in some capacity, and those that are still operational are overwhelmed with patients, the severity of their health needs, a shortage of supplies and resources to treat them, as well as displaced people looking for safe shelter.

Medical staff are faced with people arriving with severe injuries, increasing communicable diseases which could lead to potential outbreaks, and complication related to chronic diseases untreated that should have been treated days earlier. Amputations are common, as well as acute respiratory infection, gastrointestinal illnesses and skin diseases which are spreading rapidly through displaced communities due to a lack of clean water, sanitation, and access to food. Chronic and serious illnesses, such as diabetes, heart disease, pneumonia, infectious and non-communicable diseases, to name a few, are not receiving the attention they deserve because the priority is to treat the critically wounded.

With health needs growing by the day in Gaza, the ICRC reiterates its call for the protection of medical facilities under international humanitarian law. No patient should be killed while lying in a hospital bed. No doctors, nurses, or any medical professionals should ever die while working to save lives. Hospitals are sanctuaries to treat and preserve human life - international humanitarian law states that all parties to the conflict must respect and protect the medical mission, including infrastructure.

The field hospital is a continuation of more than 15 years of ICRC healthcare support in Gaza. ICRC teams have been providing surgical services at the European Gaza Hospital, and supporting other hospitals through medical donations where they've supported thousands of patients since the escalation of the conflict.

The field hospital team will be comprised of around 30 humanitarian experts from the various contributing National Societies, resident staff, and the ICRC which will include surgeons, doctors, anesthesiologists, nurses, technicians, engineers, logisticians, and administrators.

At the moment, the National Societies are contributing the following:
  • The Australian Red Cross is deploying staff.
  • The Austrian Red Cross is contributing a reverse osmosis water purification system.
  • The Canadian Red Cross is contributing surgical equipment, medical consumables, disinfection equipment and supplies, and pharmaceuticals, as well as deploying staff.
  • The Danish Red Cross is contributing accommodations for staff sleeping quarters and a reverse osmosis water purification system, as well as deploying staff.
  • The Finnish Red Cross is contributing X-ray equipment, water tanks, and sinks, as well as deploying staff.
  • The German Red Cross is contributing nursing equipment, laboratory equipment, staff accommodation materials, an electricity toolkit, water tanks, and sinks, as well as deploying staff.
  • The Hong Kong Red Cross is deploying staff.
  • The Icelandic Red Cross is deploying staff.
  • The Japanese Red Cross is contributing nursing physiotherapy and an operating theater/anesthesia module.
  • The Norwegian Red Cross, which is taking a coordinating role in the project, is contributing medical equipment, a water purification system, office equipment, tents, lighting, latrine kits, kitchen kits, and pharmaceutical drugs, as well as deploying staff.
  • The Swiss Red Cross is deploying staff.
  • The ICRC will maintain the medical supply throughout the functioning of the field hospital.

The IRC faces major setbacks as Rafah’s crossing closure blocks all humanitarian aid​

May 14, 2024 — The International Rescue Committee (IRC) is facing significant disruptions to its humanitarian operations due to Israel's recent ground operations in Rafah. This situation has led to the closure of the Rafah crossing and a blockade on entry of humanitarian workers and aid, including fuel, critically hindering our ability to deliver essential services and aid to those in desperate need.

An IRC and Medical Aid for Palestinians (MAP) emergency medical team (EMT) was initially scheduled to enter Gaza through the Rafah crossing on May 13. They remain unable to do so due to the persistent closure of the crossing. Our EMT provides emergency and life-saving medical care, including direct medical care at hospitals, and the distribution of medical supplies and pharmaceuticals.

One of IRC's partners in southern Gaza has been severely impacted, leading to the temporary suspension of operations.

Kiryn Lanning, IRC Team Lead for the occupied Palestinian territory, said,
I have recently returned from Gaza, where the scale of the crisis defies imagination. Facilities across southern Gaza have been repurposed into makeshift shelters overflowing into the streets. Following Israel’s evacuation orders since May 6, over 400,000 Palestinians have been displaced from Rafah and relocated to Khan Younis and Deir Al Balah, drastically overburdening the already stretched shelter facilities. This displaced population is now facing acute shortages of basic necessities such as food, water, and adequate sanitation.

What we are witnessing in Rafah is nothing less than a humanitarian catastrophe. The ongoing Israeli bombardment, combined with the closure of the Rafah crossing, has led to critical fuel shortages and severe movement restrictions, paralyzing all humanitarian operations. Fuel, crucial for everything from health care services and food production to powering electricity and operating essential municipal functions such as water wells and sewage pumps, is in dire shortage. Without it, Gaza is teetering on the brink of becoming a complete disaster zone. The reopening of this border crossing and the increased flow of aid are essential to avert an irreversible collapse.

The health care system in Gaza is nearing collapse. A complete lack of fuel which is needed for generators in the few functioning hospitals is exacerbating the crisis. The Kuwaiti Hospital in Rafah, the last functioning hospital in the area, has received an evacuation order. With no remaining health facilities to serve the trapped population of at least a million in Rafah, and other facilities under-equipped and understaffed, the health care crisis is rapidly intensifying. Ambulances, essential for transporting the injured and sick, are unable to move.

Food security is reaching a critical point at a time where the entire population faces alarming levels of hunger and starvation. Up to 9% of children (aged 6 months to 5 years) in southern Gaza are suffering from acute malnutrition. Eight out of 12 UN-supported bakeries in southern Gaza have already ceased operations, and the remaining four more are on the brink of closure due to the ongoing fuel and supply shortages. As people become displaced into further crowded areas due to evacuation notices, the modest gains achieved in the recent month around improving food security for 1.3 million people will be quickly undone as they are displaced to areas without essential services. These essential municipal services like water wells, sewage systems, and solid waste collection are on the verge of stopping if the fuel supply is not promptly restored, significantly heightening the risk of infectious diseases spreading.

The IRC urgently calls on Israel to halt the offensive on Rafah, reopen the Rafah crossing, and ensure unfettered access throughout Gaza for desperately needed humanitarian aid. Aid workers must be allowed to continue their critical work. To prevent further loss of life in this escalating conflict, it is imperative that the protection of civilians is prioritized. The IRC reiterates its call for an immediate and permanent ceasefire and the release of all hostages.

Ukraine: Concern at plight of civilians and intensified Russian attacks​

We are deeply concerned at the plight of civilians in Ukraine, particularly in the Kharkiv region, as Russian armed forces have stepped up their attacks in recent days. This assault has seized more Ukrainian territory, triggered further displacement and potentially threatens Kharkiv, Ukraine's second largest city.

Since the latest incursion by Russian forces on 10 May, during which they took control of several small settlements, at least 6,000 people are believed to have fled or been evacuated from areas on the border. Many have reached the city of Kharkiv, which is just some 30 to 40 kilometres from the fighting.

Our human rights monitoring team in Ukraine, which is continuing to analyse information from the ground, has verified that at least eight civilians have been killed and 35 injured in the Kharkiv region since last Friday.

This follows a pattern of civilian casualties documented for April, when at least 129 civilians were killed and 574 injured, the majority amid attacks by Russian armed forces along the frontlines.

In Kharkiv region, the situation is dire, as fighting intensifies. Colleagues in Kharkiv report air raid sirens sounding almost constantly and hearing explosions in the border area and in the city itself. Continuing attacks on Ukraine’s energy infrastructure, which since March have affected millions across the country, have also meant daily power cuts in many parts of Kharkiv.

Reports indicate that in the north-eastern border city of Vovchansk, where there has been significant destruction, heavy fighting is continuing. Several hundred civilian residents out of a population of some 3,000 prior to 10 May are believed to still be there.

We are also looking into reports alleging that falling debris from an intercepted missile hit an apartment block in Belgorod in the Russian Federation, causing civilian casualties.

We once again call on the Russian Federation to immediately cease its armed attack against Ukraine - in line with the relevant resolutions of the UN General Assembly, the binding provisional measures ordered by the International Court of Justice, and with wider international law - and to withdraw to internationally recognised borders.

We also urge all parties to make every efforts to avoid or in any event minimise harm to civilians including by avoiding the use of explosive weapons with wide area effects in populated areas.

Currently over 1.5 million Palestinian civilians have been displaced in Gaza, their homes destroyed, now facing starvation.

On the anniversary of NAKBA, the first Israeli soldier was killed in Rafah, as was a UN official investigating the war. Over 100 journalists have been killed in Gaza by Israeli forces since Oct 7th.

I don't support Biden's policies. Biden stopped Israel from retaliating against Iran. I want Israel to use nuclear weapons to destroy Iran's industry, military, airports, oil facilities, harbors, and naval and commercial shipping. The US should have done this a long time ago, but i think that Israel is the only country that might actually get this done. If we don't do this soon, Iran will have nuclear weapons. And that means terrorists will have nuclear weapons.
