Well, As this is going to be a brand new site, I would suggest you to go with a small package with a good reputed host.
Don't go for a overselling plan, which offers 10 or 100 times you need. it is often said that you will get for what you pay. So go with one with a decent pay structure. You have a decent budget, so it will not a bog deal to find the ideal one.

Lol. I use free stuff.
I use forumotion.com which is just PHPBB2 or PHPBB3 in a lil' free hosting package with no ads, just a few little links to forumotion at the bottom of the index screen.
