WTB: Want to hire a company on a results based wage

I have around 250 sites. I want to increase the google pagerank of the site as well as their ranking in actual searches. I want to pay though based on the increase of the PR, which a lot of them as of now are zero.

I will pay more for the higher it goes. I have already done a lot of work on the sites, so I expect solid results anyway, however...I will pay you regardless if I see the proper work being done.

Things I would be looking for you to do would be:

1. Social Bookmarking
2. Directory submissions?
3. Optimizing the site in anyway you can from a code level.
4. link Exchanges with good sites.

I figure this setup could benefit somebody who is an expert on the steps to go through to get good PR. The sites are aged but were left abandoned for a about a year, i've recently spent quite a bit of time on them however.

Again, there would be no money up front. However, the potential for money would be nice if the results follow your work. Even if I see a great deal of work and limited short term results i'm sure we could work something out, but I am looking for somebody who can get these sites to at least PR 3's. You have about 250 chances to do it as well.
