I not understand why ukrainian extension .com.ua is more popular and used than ukrainian extension .ua?

I think you need a trademark to register a name directly under .ua (at the 2nd level).
Of course the stats reflect that: https://hostmaster.ua/UAstat/?today

Lebanon has a similar policy, but with one further restriction: once a name is registered, it is blocked in the other 3rd level domains (in case they decide to open up the 2nd level one day).
