What is the role of the person that is responsible in a company to acquire domain names or to negotiate with you when you try to make an inbound?

That's an easy one, the CEO or the board. What you should be asking is who is your gateway to them.
Usually the marketing department would be my first bet, but sometimes they prefer to push their creative names and won't let yours through.
Anyway, when big corps come to me knocking, it's usually someone from the marketing, while with small companies it's usually "the IT guy" or sometimes an external agency.

its seem an easy question, But I think its not, Do you think when you try to do an outbound to fortunate companies they will forward your offer to the CEO !!?!

It depends on how big the company is. As you have guessed, there is no clear answer.
A big corporation usually has a marketing director, so that is a good place to start.
