You can develop a website using many tools or using CMS like WordPress. If you don't know anything about web development, you can hire professionals from Upwork or Fiverr. The only thing you have to mention is your idea like 'Design of Website, Structure of Website, or any other thing in your mind'.
In the end, you will see a beautiful responsive website.
