What kind of end user for travel guide domain?

I'm going straight to end users with my travel guide niche name.. but I was wondering, what kind of travel industry people I should approach? Travel guide site owners or travel agencies?

Without knowing too much about it, I would say both but with more emphasis on travel agencies.
