Well, I think this one is not bad. Even when I believe that in this case the plural "pictures" would be probably better.

However, there are many, many people outthere surfing the web for graphics.
I think the most of them don't type in keywords like webdesign or graphic design. They simply type in what they are looking for. Words like pictures, or website pictures.

A good chance for a site that has those keywords in it's name.
Perhaps a site offering pre-made websets or linkware layouts especially for homepages. Or a directory of site which are offering free graphics to everyone.

As for the value. Just for the name I would say low/mid $$. I mentioned already the plural version would be better. However, a good developed website could easily raise the value to high $$$ or even more.
