Am I correct in assuming that you want to buy people's publisher accounts? If so, I think some of them require the publisher's site to be approved first so that might be a problem.

That's against to most ppc/cpm Terms of Service. The account was approved based on requirements satisfied by publisher ... you just can't buy it. Your account will be discarded and also the status of the former member.

Of course not, but I can buy a existing account and add my website to the list. Don't forget what they want is to profit from all publishers, So if I can show that they can earn from my join, they will accept me. So if I apply for lastname and firname modification, they will consider about it. That's what I am doing. ^_^
