If you have a BIN price in mind, it must included at the start of the auction before a bid is placed. Once a bid is placed, BIN prices cannot be added, changed or removed.

When using Paypal to accept payment... you cannot pass the fees onto your buyer. This is a violation to Paypal's TOS, and against the rules here.
