Neither. All previous politicians spoke and said things they never could do. Today the repatriation of funds by Apple is all over the news. I doubt they will actually assemble iphones in San Jose, but at least reinvestment of funds nationally. Stock given to employees too.

The wall it will arrive. Just wait and see. The coming import tariffs should pay for it. Renegotiating NAFTA as well. Avocados could go up in price with demand, or with more output in CA perhaps and local consumption etc. might level it.

One option: A Border tax (VAT) that is refunded for US exports. Taxing the net gain of countries with importing into the USA.
