Wasn't he taking about the Senate rules? Not the constitution.

Which bible would that be? There are multiple versions of a book which was originally written in a now-dead language by men of a particular civilization over 2000 years ago. Since then has been translated numerous times, probably a few into other now-dead languages, definitely some translators along the way who were influenced by political considerations at the time.

There is a legal way to change / amend the constitution. Disagreeing with one part doesn't mean he thinks the entire document is outdated as progressives are fond of saying.

Regarding the religious discussion above. I often see atheists patronizingly attempt to explain the bible to actual practicing Christians. I have yet to see one try to explain the Koran to a practicing Muslim. Since illiteracy rates among Muslims are much higher than among Christians, I am sure they would appreciate the help. Perhaps atheists should bring their advanced knowledge to those who need it most.
