This is an important topic, and thanks for giving it coverage @equity78

I think the link between bulk registrations and harm is of concern, although also needs of major domain investment companies need not be overlooked.

A simple step that would do much with harmful sites, would be a cooling down period for new sites (I am not sure but think Google already do this). A large number of harmful sites are on domain names registered less than 30 days earlier.

I just would hope it wouldn't be an all or nothing approach. There are legitimate reasons for some bulk registrations particularly for investors who do handregs. Perhaps if bulk registrations were off by default and you have to ask the registrar to turn them on for your account and they could allow users whom they believe to be legitimate still do bulk regs.
