It's not quite as clear cut as it seems...
"AS SEEN ON TV" has been refused by USPTO as a word mark trademark for years (example http://tsdr.uspto.gov/documentviewer?caseId=sn85545389&docId=NOA20121227223054#docIndex=2&page=1) because it is simply descriptive of the product or service and most registrations that exist that were allowed are figurative or explicitly exclaim exclusive rights to the use of "AS SEEN ON TV" like registration 2191980:
It would be extremely difficult to bring and win a UDRP against someone for owning a name containing a figurative mark, because the registration represents a specific design and I'd be very surprised if you could infringe a design in a domain.
In UDRP the complainant would also struggle to prove that you were infringing on their trademark specifically because there are many figurative marks for "AS SEEN ON TV" registered by different individuals and companies. The complainant would have to prove that the registrant is specifically targeting their mark and not others. With a phrase as well known and well used as this it, I suspect it would be astronomically difficult unless the domain registrant has displayed their exact figurative mark on the website itself.
Just owning the domain with the phase would not be enough to infringe on the existing registered marks and risk losing it imho.
