question Selling Domain to State or Local Government

Has anyone ever tried to sell a domain to a state or local government? How did you go about it? Who did you contact?

I have sold domains to local government related entites like cities when they approached me, but selling proactively is unlikely to happen.

There is too much bureaucracy to get through. It is not even clear who would authorize buying a domain and with what funds. It is a waste of time IMO.
