Honestly never heard of this town. But take the estimated "online population" of the city and use that value as a dollar figure to start off with. Divide that value by ten. Realistically, even for a developed web site the value of the number users in that town for a developed site shouldn't exceed 10% of the local online population. Depends also on purchasing power of that online community. If they are willing to spend 10 dollars a year on your website then multiply that numeric value you had of the online population users by the factor of ten. BUT it is a .in domain.... So, at the moment would value it at low XXX USD, and only because it is the name of a capital of a region in India.
