Is there an available data on expiring or expired domains available, free or paid? I'm thinking of starting to start a simple site that shows expiring or expired domains. Do I need a programmer to do this?

How about Estibot? They are experts in domain data, IMO.

unless u do this for u only u will need something much more than a simple site to make people visit something other than an all in one complete solution for expired names which is expireddomains.net

To make the domain name's value increase if I'm going to sell it in the future.

    Okay, gotch you.

Still a word of cautions: If you can do it on your own then please go-ahead else investing too much on development with an assumption that it will increase the domain value in a niche domaining area where other alternatives are already freely available is not a wise idea.

This will affect your or future owners business model (profitability) and may not increase the value of domain vis-a-vis your time and money invested.

Give a look at registercompass and domcop for similar services.
The list of expiring domains for .com/net/org is easy to retrive for free from epik/dynadot/snapnames.
For the other TLDs I have no idea.
    Good luck
