how much time paypal check will take to reach in india and when i went to withdraw.. it just show me

please explain me specially following sentence .. what does they mean?

Count 2-3 weeks minimum from day one. Do you have Import Export License ? As per RBI guidelines, if you are exporting services and receiving money for that, you should have IEL code for that. I know a person/company in Mumbai where the guy was in big legal trouble because of this.
