Is chat broken?

i tried to go in chat this afternoon but it comes up page cannot be displayed. Is there technical difficulties or work being done on it?

the chat is soo dead, really needs some kind of gaining so people would spend their time chatting and not only in the forum, just to get np$ without "wasting time" in the chat.
