I have to pay in order to change owner information for a domain?

hello,
I buy a .eu domain and I change the owner information with my info .. and now I get to godaddy a 18 usd charge for ".EU Domain Name Change Registration Information" is that ok? I know I can change my info anytime to com net etc without paying anything ... for .eu you have to pay every new update of informations?

To change the legal owner of a .eu domain you must complete a TRADE through the registry.
It's like a new registration, a new 1-year term begins upon the date of the transfer/trade.

Many if not most ccTLDs cannot be pushed for that reason, the legal holder in whois is under the control of the registry, not the registrars.

It does not work like gTLDs.
