How to get more offers?

I have some premium domains which is not getting any offers as they are very well developed, but i have plans to sell them, so what is the best way to do that? Turn off this developed sites as it's discourage potential buyers and they thing thay they can not afford it? I noticed when this domains was not developed they received each week at least one inquiry..

Quality domains tend to get offers. It depends what you define as "premium".

Also, any development on the site is going to greatly reduce the number of potential offers.
Just put up a sales lander if you want the best chance of receiving inquiries.
