My understanding of what was discussed by the article was that those using Google to search for election news would be affected... those could be as stated: "millions".

You must be referring to the number and type of searches regarding the elections, which is on the other side of the spectrum... the user/search side. I remember reading an article somewhere about the searches, as well as another developer's research across his apps... and he said that TRUMP is a clear winner.

Back to your question: I think if a Canadian used google.ca but inside of the US, it would add to the total number of searches coming from the US for the search term because your actual location based on your IP would determine where your search would count. From within Canada... that would add to the count for Canadian searches. :D
