Dynadot Domain Push - Does the new owner wait another 60 days?

Does the new owner need to wait another 60 days or he can continue from where I left off?

New owner can opt-out by setting IRTP flag in his Contact Record settings...

That's correct, the opt-out option would be enabled by default under the 'IRTP Info' link. We also don't place any transfer locks when a domain is pushed between accounts, so as long as the domain wasn't registered or transferred between registrars in the past 60 days they would be able to transfer the domain to a new registrar.
