“Some time in the 1980's any decent radio station had moved from the whistling and popping of mono AM to the crisp stereo sound of FM, and as a result pretty much all of them had added the “FM” suffix to show off how modern and fancy they were.“

I am not sure which country you refer to but, in the 1970’s AM listeners started to defect to FM Stereo. By early 80’s AOR stations popular and great KSAN in SF which started the free format, non top 40 like KMET popular in Los Angeles to Rock listeners started to devolve, were reformatted or closed. As far as I recall, internet broadcast transmissions were not a priority for most in the 90’s. The radio then at that point was not as important to discovering new music. I recently have read countries like Sweden even plan to shut down all RF transmissions.

UK - I remember stations going AM->FM through the early 80s - the BBC's prime pop station (Radio-1) switched over Thursday 1st September 1988 ... http://www.radiorewind.co.uk/radio1/transmitter.htm

In my lifetime, broadcast over-the-air transmission (radio & tv) will come to an end - it will all go IP - the bandwidth will become too valuable. "Cable-cutting" (on-line only TV) is already a big trend in the US. In the UK Sky-TV (the main commercial TV supplier, usually over satellite) already has an IP-only product.

The article states: “The official reason for this omission was that there was insufficient space on the FM dial, “.

Curious, why and what was being used and the bandwidth crowded?

I find this decade difference between our countries in uptake to be strange. I thought FM was everywhere in western europe simultaneously. I used to trade Euro taped concert footage recorded in late 70’s like Rockpalast in Germany, UK Old Grey Whistle Test, BBC 4, etc. sent in 90’s mail to me. I recoverted it from Pal to NTSC to VCD digital video format on Cd’s. Then put it on the net and streamed it, late 90’s. The UK had had more shows too I thought.
The IP TV trend will take over for sure. I am really happy to see tons of vintage concerts and shows now people have uploaded to youtube especially from Europe. All we had prior to the real MTV 81-90’s with music disappearing in the 90’s and not all nonsense like it is now, was a few 70’s rock shows Don Kirschners Rock concert, Midnight Special, etc.
