No transfer-out costs from the registrars, but obviously you'll have to pay the transfer fees of the new registrar, like you're doing a new registration (about 6 to 12 euros depends wich new registrar you will use).
Unfortunatley eunames nor tophost offers an internal free domain pushing system.
