I think a big part of this is self-interest, as when promoting domains through various channels, do you think Atom will select a pile of $1K BIN domains, or some top-end, premium domains with a much higher price (and therefor higher commission)?

Nothing wrong with that, as Atom is a business, and I just believe the reasons for the discrepancies are different. It's not like there are only Counts, Dukes and other royalty shopping for domains there, but that the promotional effect is magnified with higher-priced domains.

Atom wants to sell more premium domains at premium prices, so they will.

I'd be interested to know if that's only for when the original approved price was over $25,000 or if it includes domains with 'inflated' prices.

It probably just comes to do the fact that $25,000+ listed domains are higher quality which means more end users. Also, there is much more competition at the lower price range so more options for buyers.
