i.e. find a site for sale, seeing its potential and reckoning it is undervalued, buying it up and promoting it more, then enjoy the income or even sell it.

Hang around "Developed sites for sale" area - you'll see many sites sold and re-sold changing hands multiple times. In some cases second sale is below what the site was sold the first time around, so it doesn't always play out.
If you want to take this route - always do your homework. Make sure the seller is legit. Make sure the site is not a cookie-cutter. Expect a proof of traffic and revenue. Negotiate.
I would continue from where midano left, It depends on a lot of other factors too. Firstly I would evaluate sites' traffic from sources like Alexa, Google, and other search engines, check if there are any copyright voilations, trademark issues and other restrictions against the site or its owner and most important is to check for ranking in search engines and the PR.
Also remember that some of the best deals to be made are where you do all the legwork and source sites that have the potential, like property developing but a lot easier.
I look for sites a few years old, do all my homework and make approaches to by neglected sites and turn them around into a profit, get a couple of months trading and then sell on for a profit. You can do searched for sites that obvioulsy have not been updated in 12months+ but have strong rankings/pr/links/traffic. I discovered a site that was broken, had not been updated in over a year and was getting around 300,000 uniques per month, it wasn't listed for sale so you need to be proactive to get the juicy one's

What tactics, as far as approaching owners of sites that haven't been updated in a while but seem to be popular, do you find the most successfull and how much do you offer them for the beginning? Always interesting to hear others experiences...
