The rest of me site works but i think the permissions are wrong however access is denied

You've only got 8NP$....

Log into FTP, and delete all .htaccess files in that folder, tell me if it does anything.

If that doesn't work, right click the index file in your FTP client and click "CHMOD", then change it to 755

Clearly a permissions issue. It may be a simple question chmod-ing. I ran into something similar a few months back that was driving me nuts until I finally figured out the box was running an SE kernel. If you still have problems go to the joe directory and try an ls -Z and see what it says.

CHMOD that folder to 777, and delete all (if any) .htaccess files. That should do it.

vip-ip why would he need to allow everyone to write to the folder to enable them to read it? 644 is the standard chmod value to allow reading etc

As well as checking in the folder for the htaccess and htpasswd files also check in the parent folder.

If you use cpanel also check that you have no password feature setup for this folder or a parent folder.

When checking for the files ensure that you have hidden files as showing as some ftp servers and clients hide these.
