I noticed someone was hosting this on my free hosting at o32.net...

http://free.o32.net/

He's not refering to it as free.o32.net, he has a domain aliased over it (but, I've committed to a privacy agreement, and, if he doesn't want the domain released yet, and I do, he could get mad at me)... I went ahead and did his little offer, and we'll see if anyone ever gets their domains.

You've got nothing to lose anyways, 'eh?

Well, I can think of 2 pretty important things you have to lose:
1) Your DOMAIN NAMES! (Isn't that why we're here anyways??)
2) Your email (SPAM).

This looks too easy, it's a straight up scam, harvesting email addresses AND domain names, the only thing he didn't ask for was a bank account number or credit card!!
:imho:

You're not losing domain names if you don't have them.

As for spam, I have my domain set to forward *@my-domain.com to a single mailbox, so, I use [sitename]@my-domain.com then if I get spam, I know where it came from and I can block it easily. :)

Almost certainly a scam to get a list of good available names. They'd describe their company more if they really wanted good names for it.

True enough, I don't prefer to spend my time cleaning out my mailbox and making new rules and blocklists though.
I think it's a scam to get the above mentioned information, I've seen a few others like this, and they never reply to emails, because they don't want to answer questions.
PS:
if you really want to get at the spammers, link all your mail lists together, and everytime one sends it triggers a reply going to the other spammers emails, which inturn triggers the spammers autoresponders, and voila, chain lightning! If you're real creative, there are plugins that will let you include the spammers email without the message in the initial reply email.

Well.

I'm not going to shut it down until I have some proof it's a scam...
