I remembered what you said. It's just that people don't find or visit websites simply because they've been built. Did you ask your technical partner how people will find the sites? There won't be any type-in traffic, and it'll be difficult for them to rank on Google without good content and quality backlinks. I'm not sure who you're working with, but if you're having to pay for the technical services then I would be a bit cautious. I suspect there are a lot of "developers" who have no problem taking money to throw up cookie cutter websites. But they should have some kind of strategy for actually driving traffic to the pages.
