Is there any Reseller Value for Cctld Domains or they end up only with Endusers.

There is a market for Country code domains. Resellers market tends to depend quite heavily on whether the country has a strong and active domain community.
For the UK we have AcornDomains and domainlore.co.uk
your probably better-off asking the question regarding a specific country
