Once a domain expires it is deleted from the register. Any new owner is effectively registering it from new. There is no history.

However, that is as far as the registry and ICANN are concerned. You still need to do due diligence. If a previous owner used the domain for scamming or email spamming, or there were toxic backlinks, the reputation and links are likely to follow on to the newly registered domain of the same name. If it has been penalised the new owner may not even be able to achieve ranking unless they are aware of how to "clean up" a reputation.
