I have a list of expired domains I'm considering buying however they are not google indexed for whatever reason, despite not having any spammy backlinks.

Are domains which are not indexed in google practally useleess when selling domains? given that google is the search engine everyone uses? or can they still be sold?

Its depends on many factor, domains which are not indexed in google still useful , may be some owner has block search engine to not crawl via .htaccess . But every link to that domain still work as long as every external link still active .

The fact that the domain is not indexed now by Google doesn't mean that it can't be indexed in future by you, if you buy it and place it to be indexed by Google.

how do you actually know for sure before you decide to buy it? that's what I'm concerned about.

Index in Google is important factor only when you talk about SEO domains. Here on this forum we deal with names, there's even "name" in its domain, so most folks here don't give a damn about index.

A lot of investors purposely chose not to have their domains indexed, it works out better actually for the buyer/end user who wants a clean slate or a re-brand. I wouldn't be too concerned about it, a good name is a good name, don't let Google decide that for you. Put in the work, and make the future yours.
