Questions to ask yourself:

• Who is your end user?
• What industry are they in?
• How wouldt use this site?
• What would you expect to see if you arrived on this site?
• Why would someone pay you big bucks instead of hand regging something else?
• How exactly are you arriving at your listing price?

The real question about this name is should you renew it? Is it worth $8 to renew? I think most domainers will say drop it. As far as selling it for 10K I think anything is possible. The question is why not 11k? I think make it $11,888 BIN. It look much cooler than 10k

I have a lot of much better ACTUAL two word phrase names that I’ve sold around $2000. - $5000. Yours will not sell for $10K because it is not an actual INDEPENDENT phrase it’s more of an introductory clause that is somewhat meaningless on its own.

Wishing you luck though but when it comes to these types of domains consider:
-whether it is an actual independent phrase or saying
-whether it’s in common usage
-whether the phrase makes sense
-how it sounds to the ear
-what the phrase is used for

I’d appraise it as a domain that if it ever sells at all will not sell for a lot.

I have PaulFirst.com and ReportFirst.com. and I would sell for either $500 because there are only a few men called Paul First and 'Report First' is pretty meaningless. I think you may have a slightly over estimated the value of WhenFirst.
WhoFirst ,WhereFirst ,WhatFirst and even WhyFirst are all so much better.
If ever, anyone develops time travel WhenFirst will be great, but until then......
