I saw a nice name on the Uniregistry, I just want to contact the owner, but I don't see any contact information on WHOIS.

Your are right,Uniregistry/whois can't see the registered mailbox, but can send it direct information.

This is usually the case, but I found that local registrars barely display emails directly because of the privacy policy, but instead provide an HTTPs link to fill out the form.In other words...
If certain domain is registered under Uniregistry - then Uni WHOIS...
If under GoDaddy - then GoDaddy WHOIS...
etc.
Instead with direct emails - high chances to be marked as spam.

GoDaddy WHOIS is for GoDaddy domains only.Godaddy Whois can find the holder email. Excellent!
