Disenfranchised? What does that mean in 2019? Economic security? There is none. Being a slave to your debt is a choice. Consumerism is a choice and buying too much crap at Walmart on credit cards. Poverty for many is a choice in the USA, with all self educational opportunities it offers. Govt shouldnt step in, unless a person is truly disabled in some form. True poverty exists where I volunteer OUTSIDE the US.
No idea where you have traveled. Welfare doesnt exist in the many parts of the world. Dirt floors and tin roofs, overflowing sewers meanwhile welfare recipients complain about not having the latest robotic surgery or cable TV in expensive NYC.

They are much smarter than I. Tax dollars are never been managed well. Congress create way too many stupid laws that defy common sense. The more laws= more law enforcement = more criminals. The upcoming unfunded pension crisis is going to slam the world economies, with no private economy to pay civil servant obscene pensions. Yea, that includes Police and Firemen, work 20 years and get 80% salary, meanwhile no pensions in Corporations anymore. People need to be self employed to succeed. But it takes working 16 hr days and little overhead, and employees are the bane of it all. So are labor unions. If personal responsibility reigned and the “model” of cooperation, bartering and agregarian life prior to industrialization, the debt wouldn’t be like it is. You don’t work = you don’t eat.
Small Govt in its origin sole purpose was to protect the people from Foreign and Domestic threats. Period.
That didnt include Dept of Education, HUD or other useless make-work jobs and wasnt a behemoth employer for otherwise unemployable people in the private sector. Govt employment is like corporate welfare in another form. The Govt isnt efficient, it could subcontract most work at competitive bids.
The US should end all Aid Foreign and Domestic. Period. Lay off Govt employees. Close non essential departments and downsize. Create a private competitive open economic environment where all can work, (Trump has done a good job, but manufacturing was sold out years ago by the Clintons to China)
IT and AI cannot be stopped which is never going to happen now when Google is the “expert”, based on scraped, usurped or stolen information gathered from human websites they jam into their databases. Those figures you posted are peanuts compared Medicaid, Medicare, and all the other bills. Complex in depth problems all of them, created by those in Government to perpetuate their existence.
