The 5% applies to both. Please use the Lead (Negotiating) option when you receive an initial offer and the Transaction (Agreement Reached) option when you've already landed an agreement with the buyer.

Can you import a lead from a user already registered in undeveloped? for example if I receive an offer at Namepros from a user who already has undeveloped account, can I move his offer to Undeveloped using import lead?
