question Percentage of LLL actually being used?

I often hear that there are “only” 17,576 LLL, but I’ve never seen an actual usage rate. Anyone know, or want to take an educated guess, as to the percentage of LLL actually being used? (I’m not talking about registered and parked; I’m talking about used by end users.) Thanks.
