Can you transfer a 5-year domain name registration, so that the domain name BUYER will not have to pay 3rd party registration costs for 5 years?

Yes. The expiration date doesn't change. If you "push" the domain, that is transfer between account it stays the same. If you transfer to a new registrar, it will cost you a fee and they typically add a year to your registration.

The max is 10 years.
