question Outbound potential end-user in Asia?

Hello all,

If you found website, of potential end-user in Asian market, how would you handle outbound; from language barrier, finding decision maker & contact info, other than contact form & whois, which is privacy protected; to sales process ie transferring domain & receiving payment, in different currency, for what could be $xxxx+ sale?

That said, I'm trying to research company information, at this point; does anyone know, if there's an Asian equivalent, to something like Zoominfo?
